Kazakhstan Halts Sulfur Shipments with a Single Exception
Under Order No. 1363 issued by Kazakhstan’s Ministry of Energy on June 26, a total embargo on outgoing sulfur trades was implemented the following day, remaining active indefinitely. Rail transit bound for Russian destinations represents the sole exemption to this policy, further intensifying pressure on international availability.
Broad Product Scope Monitored by Rail Operators
The restriction encompasses all primary industrial formats, including molten, granulated, and lump variants. Oversight and practical enforcement have been delegated directly to logistics companies and railway entities, notably Dar Rail LLC and TTT Service LLC.
Combined Regional Restrictions Severely Tighten Worldwide Stock
Just 24 hours prior to Astana’s announcement, the Russian cabinet approved Decree No. 785 on June 25, extending its existing outbound sulfur constraints—previously scheduled to lapse—through December 31, 2026. Covering identical product forms, Moscow justified the measure as a strategy to safeguard domestic fertilizer manufacturing and reinforce national agricultural security.
