Difficult Talks Launched in Luxembourg: European affairs ministers gathered in Luxembourg to kick off the political debate regarding the European Union’s next Multiannual Financial Framework for 2028–2034. The compromise framework proposed by the Cypriot presidency does not represent a final draft, but rather maps out the playing field for grueling negotiations. The stakes are historic—the European Commission, led by Ursula von der Leyen, has proposed an unprecedented budget of approximately €2 trillion, framing it as a financial blueprint for a new era designed to simultaneously fund technological innovation, competitiveness, and continental security.

Disputes Over Costs and Spending Cuts: While member states generally agree on the newly identified challenges, they remain deeply divided over the final bill. Cyprus has presented a proposal to scale back the Commission’s plan by about €33 billion (roughly 2%). However, a far more disruptive challenge comes from Jordan Bardella of France’s National Rally. The politician has pledged to slash France’s financial contribution to the EU by half. Given Paris’s status as a major net contributor, this would open a massive gap of €70 to €80 billion over the seven-year period, forcing wealthy northern states like Germany and the Netherlands to pay more, or compelling the EU to significantly scale back its spending.

Poland’s Stakes and Piotr Serafin’s Role: For Warsaw, these negotiations are of paramount importance. A central figure in this process is the Polish Commissioner, Piotr Serafin, who holds the budget portfolio within the European Commission. Although he represents the Commission rather than the Polish government, his pivotal role in drafting the financial framework places Poland in a unique position. Warsaw’s primary objective is to reconcile two major priorities: preserving the cohesion funds that have driven Central Europe’s growth for two decades, and securing new military funding through the SAFE instrument—a loan-based program designed to support joint arms procurement and expand the EU’s defense manufacturing capacity. Poland is currently working to build a coalition of Central and Southern European nations to argue that enhancing European security must not come at the expense of regional economic convergence.

Frugals vs. Investors: Two distinct factions have emerged behind the scenes. The „frugal” camp, led by the Netherlands and supported by Sweden and Denmark, argues that the EU must finance new defense and tech goals by optimizing current spending and eliminating inefficiencies. Germany occupies a middle ground; while Berlin acknowledges the need for strategic investment, Friedrich Merz strongly opposes taking on further joint EU debt. On the other side, France advocates for heavy investment, though its future trajectory remains uncertain depending on the outcome of its 2027 presidential election and the potential rise of the National Rally.

A Conflict Over the Model of Europe: Ultimately, the Luxembourg summit marks the beginning of a profound debate over the very nature of the European Union. The upcoming negotiations will determine whether the EU remains a cohesive community dedicated to elevating all its member states, or transforms into a transactional alliance focused primarily on national balance sheets.
