Collateral Damage to Free-Trade Allies: While China faced the steepest reduction—losing two-thirds of its prior allocation—the EU also squeezed more than a dozen key trade partners. These nations saw their historical quotas drop by an average of 33 percent. Among the hardest hit is Brazil, the economic powerhouse of the Mercosur bloc, whose long-awaited trade pact with the EU had just taken effect in May. Brasília released a scathing statement rejecting any claims of a finalized compensation deal, labeling the steel quotas an unfair, unilateral restriction given that South American producers are not responsible for the global supply glut originating chiefly in Asia.

The Commission’s Response: In response to Brazil’s pushback, the European Commission maintained that bilateral talks over the past four months have been constructive. EU spokespeople emphasized their ongoing commitment to securing a balanced outcome with a trusted ally. Privately, however, senior EU diplomats acknowledged that downsizing the market share for foreign suppliers during secretive WTO sessions in Geneva was bound to trigger fierce resistance.

Strategic Shielding and Legal Threats: Brussels argues that fortifying local steel production is vital for safeguarding critical domestic supply chains, particularly for the green energy and defense sectors. To minimize systemic conflict with existing free-trade deals, the EU claimed to have reached preliminary consensus with 13 nations, including the UK, India, Turkey, and Ukraine. Notably absent from this list of agreements are Japan and Vietnam. Japanese officials have previously warned that they view these protective measures as a zero-sum game and are actively exploring bilateral legal remedies as well as filing formal disputes through the World Trade Organization.
