While European Union leaders are trimming budgets for defense, foreign policy, and economic competitiveness, agricultural subsidies are coming out of the negotiations virtually unscathed. It is a stark reminder that no voting bloc intimidates European governments quite like their own farmers. Two years of intense demonstrations have left EU capitals deeply reluctant to find out if reducing aid would spark a fresh wave of unrest.
“It would be political suicide,” noted an EU diplomat participating in the budget talks under condition of anonymity. Multiple other officials echoed this sentiment in nearly identical terms. At their recent summit, EU leaders clashed over geopolitical issues and the overall framework of the next seven-year budget, worth €1.8 trillion. Yet, the Common Agricultural Policy (CAP)—one of the bloc’s largest financial pillars—scarcely generated any friction. Greek Prime Minister Kyriakos Mitsotakis stated on the sidelines that Athens would fiercely protect the core of the EU’s financial tools, namely cohesion and agricultural policies. Even as German Chancellor Friedrich Merz called the baseline proposal „unaffordable” and Sweden’s Ulf Kristersson deemed it „unacceptable,” neither demanded public cuts to agricultural funding.
A draft negotiating framework circulated by Cyprus proposes securing at least €293.7 billion for direct farmer income support over the next seven years, with an additional €40 billion earmarked for related rural spending. Member states also want at least 10 percent of their national investment plans ring-fenced for rural zones. These agricultural protections contrast sharply with the Council’s broader push to slash roughly €37 billion from the Commission’s proposal, targeting sectors like defense and technological innovation—areas where leaders previously pledged to increase spending.
The political calculation is driven by the vivid memories of tractors paralyzing major European capitals and protests over the Mercosur trade agreement. While net contributors like Germany, Denmark, and the Netherlands push for overall fiscal restraint, other leaders remain unbothered. Polish Prime Minister Donald Tusk shrugged off Berlin’s frugality with a smile, calling them „scrooges” and noting that a clear majority of nations favor shielding rural and regional funds.
Nevertheless, agricultural ministers are avoiding early celebrations to prevent finance ministers from revisiting the figures. French Minister Annie Genevard emphasized that a fully funded CAP remains a non-negotiable prerequisite for Paris to sign off on the broader budget package. Nothing is legally locked in yet, and European Council President António Costa has set a hard deadline for the end of 2026 to finalize the deal, with Ireland set to lead the next phase of negotiations.
